  "abstract": "<p>The construction industry is a very vast and complicated system of businesses by which numerous stakeholders play their share of responsibilities in hope of making some kind of benefit. In developing nations like Ethiopia, construction pays for shelters and puts food on the tables for millions of citizens. Most of our country&rsquo;s budget goes to construction either it be directly or indirectly. It is fact that, there should be an effective and proven way of managing this massive amount of cash discharged in to the construction industry. The Ethiopian Roads Authority (ERA) is an organization responsible to construct new roads and maintain the existing ones throughout the country. ERA uses contracts, as the law of the land obligates it, to make sure roads are being constructed and maintained. The controlling mechanism after signing a contract is by administering the same according to its provisions, to help keep parties satisfied and accountable. This study has assessed the faults in the contract administration practices currently being applied and tried to put forth a functional solution, i.e. developing a database management system. The first step of the study was performing gap analysis and needs assessment surveys. Data collection methods deployed were interviewing key respondents and administering questionnaires to random samples</p>",
