Practices And Challenges Of Public Property Management In Dire Dawa Administration The Case Of Agricultural Bureau

The purpose of this research was to analyzes the practice and challenges of public property administration in case of Diredawa city agricultural bureau. The descriptive survey approach used in this study to describe records, analyses and interpret the nature of the problem under investigation based on the opinions of the respondents. The study employed descriptive survey design and used both qualitative and quantitative data. The study used 206 sample which drawn from 427 total population using purposive sampling method. Data were collected through questionnaire from 186 employees and heads of government sectors. Some of stuffs their work related to property administration were interviewed. Additionally, observation was used in data gathering. From the total questionnaires distributed 186 were returned. The collected data was analyzed using both descriptive statistics and inferential statistics such as correlation and linear regression. Based on the findings of the study, inventory management, budgetary allocation, plan, information communication technology and property administration staff structure have significant relationship and affect public property administration performance. Based on these findings, the study also recommends points that should be considered regarding, that lack of understanding and enforcing rules, regulations and directive, established system to enhancing understanding, handling and disposing fixed asset according to rules, regulations and directive, specifying fixed asset and lack of positioning sufficient and experienced professionals. The researcher recommended enhancing understanding of heads of public sectors as well as employees by establishing systems, maintaining accountability system in public property administration, fully applying of rules, regulations and directive, establishment of modern property management method and using professionals.
