<description descriptionType="Abstract"><p>The main objective of this study is to assess the practice and challenges of Urban Productive Safety Net Program (UPSNP) in Jigjiga City Administration. Convergent parallel mixed design was used to collect both qualitative and quantitative data. Regarding the sources of data for this study, both primary and secondary data was collected by using questionnaire, Focus Group Discussion (FGD), Key Informants Interview, personal observation and document analysis. With concern of sampling techniques, both probability and non-probability sampling was used. Under probability sampling, proportional stratified was applied to select respondents from the household heads benefiting from this program. A total of 311 respondents were selected from household heads benefiting from UPSNP. with regard of non-probability sampling, purposive and quota sampling were used to select KII, FGD, Study area and the percentage of male and female participants of the study respectively. After collecting both primary and secondary data, the researcher analyzed it by using both quantitative and quantitative data analyzes. Quantitative data was analyzed by using descriptive statistics such as frequencies, percentage, mean and standard deviation, bar graphs and charts was used with the help of SPPS version 20. With regard to qualitative data, thematic analyzes and transcription were applied. The findings of the study indicated that livelihood condition of the Surveyed households who are benefiting from UPSNP are attributed to low economic status, lack of human asset, lack of physical assets which are main criteria to include the households to the list of eligible beneficiaries of UPSNP and also the study reveals that most of the public works face work related problem due to lack of working equipment, absence of first aid service and absence of child care service respectively. Although some aspects of targeting are practiced in good manner, yet there other which are poorly practiced. Among others, the major ones are the community&rsquo;s level of understanding about targeting criteria and procedure being followed when selecting the clients, community participation about the targeting and selection process of the beneficiaries, fairness and appropriateness about the composition of targeting and committee. Furthermore, the study indicated that there is some old age, children and disabled people who are undertaking public works by impersonating their family members who were part of this component, but failed undertake this activities due uncontrollable factors such pregnancy, maternity, caring for malnourished member of their of their families. To address this challenges, the researcher recommends that, the implementers must enhance community participation, awareness creation and reshuffling the composition of targeting and selection committee structure. Additionally, special consideration must be given to pregnant, lactating mothers and those who caring the malnourished member of their families by transferring from public work to direct support of the program, so that we can alleviate these challenges. Furthermore, it is better to adjust the working days and hours and inlign with the direction given by the PIM.</p></description>
