To analyse the data descriptive data analysis method was used by percentage, frequencies, graph and chart. The finding of the research show that NGO’s play a role in sustaining local development and benefiting the pro poor community by providing them basic infrastructures and create job opportunity by giving them training and start-up capital. In relation of collaboration and relation with government sector is strong. There is also a partnership or a coalition forum between NGO’s and the government which established in 2001 E.C. they were meet annually and discuss about the weakness and strength of the operations as well as setting goals for the next operation. Moreover in relation with the challenges facing NGO’s that affect their activity in Dire Dawa City Administration is lack of access to International donors (financial constraint) which affect their overall operational activity another factor which affect their overall activity is that government policy and political instability. The study shows, all selected NGO’s were changing the life of their beneficiaries and also they participate and engage them in the projects/programs they implemented. The study recommend that the participation of NGO’s must be enhanced and developed for the sake of the whole community because it was very difficult for the government to cover all the areas in order to satisfy the need of the community. It is better to engage NGO’s in policy formulation.</dc:description>
