The study aimed at examining factors affecting procurement performance management in five selected public government sectors in the Dire Dawa administrative council. mainly the study aims at evaluating how internal and external factors affect the implementation of public procurement performance in government public organizations in Dire Dawa. It is supported by theories including agency theory, institutional theory, and legitimacy theory clustered into themes that frame the subject of the study. Descriptive and explanatory types of research carried out to achieve the objective of this study. A descriptive research design used to obtain information concerning the current status of the phenomena and to describe "what exists" concerning variables. An explanatory research design performed in this study to explain and interpret the relationship between procurement performance and factors affecting procurement performance stated in the conceptual framework. The study employed both primary and secondary data sources. Purposive sampling and census sampling techniques were employed to make this research realistic. Five sectors (Agriculture, Water, Mine, and Energy Bureau, and Water and sewerage authority, Education bureau, Road authority and Health Bureau) were selected based on purposive sampling to represent the public service organizations of the administration and census to select the key informants. The data were collected, coded, and analyzed using the Statistical Package for Social Sciences (SPSS version 25) tool. Likert's 5 point rating scale used to rate each item in the data collection instrument. The study findings revealed that factors coming from, organizational structure and procurement unit implementing, and staff competency & level of professionalism were the major factors affecting the performance of the DDA procurement respectively. On the other hand, political factor and socio-economic factors of the country is the major external factors while, legal factor & ICT of the country were the least external factors affecting the performance of DDA procurement.
