The case of Dire Dawa land management bureau, The study tried to examine first the budget allocation and utilization of Dire Dawa land management bureau, second to identify the observed constraints in budget allocation and utilization, third to identify the recourse measure taken to minimize constraints in budget allocation and utilization, fourth to examine transparency in budget allocation and utilization of Dire Dawa land management bureau. For this study the researcher was used both primary and secondary data. But more focused on primary data in which more information could be obtained. The primary data was collected using 150 through which91 male and 59 female respondents respectively through self-administered questionnaires for the employees of the organization. In addition to this the researcher was also conducted interviews for 1 finance director and 2 budget expert of the planning section. Secondary data was collected from previous studies conducted in related topics, books, articles, strategic planning report of different universities on different websites, and document review of the organization. The researcher was used probability sampling(simple random) sampling technique. To achieve a sound conclusion descriptive method of research design with a mixed approach of qualitative and quantitative theme were applied. The researcher also employed descriptive method of data analysis. The data were entered in to SPSS software 24.0 version for analysis. Finally the major finding of the study revealed that there were over and underutilization of resource, lack of transparency in budget allocation and utilization, poor planning and expenditure control.
