"abstract": "<p>ABSTRACT The purpose of this study was to examine the practices of teachers performance appraisal the case of Gedeo zone secondary schools. The specific objectives of the study were to: establish teachers\" perceptions about the practice of performance appraisal in meeting its purpose ; determine the practice of the teachers\" performance appraisal methods used; assess the performance of teachers appraisers and secondary schools of Gedeo zone . The study employed descriptive survey design targeting 4 principals, 3 Educational office coordinators 90 teachers from 6 Gedeo zone secondary schools. The researcher used stratified random sampling method to sample respondents. Three data collection instruments was used to collect sufficient data for the research; Namely Questionnaire, Observation and interview. Quantitative and qualitative data were collected during the study. Quantitative data was analyzed using descriptive statistics; frequency counts, percentages and means and standard deviation while content analysis was done on qualitative data based on identified themes, patterns and categories of responses. The results of the analysis were presented thematically in narrative form, frequency table. The study summarized that the current performance appraisal process was not practiced in achieving its desired goals in secondary schools in Gedeo zone. The most commonly used methods of performance appraisal in schools under study were school administrator observation. However, the most effective and preferred method of performance appraisal was combination of various methods. Most of the teachers viewed appraisers in their schools as ineffective in performance of their work. The major factor which made them to be ineffective was lack of requisite skills required to conduct teachers performance appraisal process. Performance appraisal required willingness and commitment to focus on improving performance at level of the individual teacher. Like a compass, ongoing performance appraisal system provided instantaneous ,real time information that describes the difference between the current and the desired Performance of teachers. One of the reasons behind could be the processes under which it takes place. Lack of preparations to undertake the TPA, absence of pre and post appraisal conference and ultimately absence of feedback to teachers were problems identified in the process of TPA. This negative perception was an obstacle for teachers to do their tasks to the expected standard. This highly affects the contribution of teachers for quality education. The dissatisfaction of teachers by TPA outcomes hinders them not to take the full advantage of TPA practice. In conclusion Performance appraisal required willingness and commitment to focus on improving performance at level of the individual teacher. Like a compass, ongoing performance appraisal system provided instantaneous ,real time information that describes the difference between the current and the desired Performance of teachers. One of the reasons behind could be the processes under which it takes place. Lack of preparations to undertake the TPA, absence of pre and post appraisal conference and ultimately absence of feedback to teachers were problems identified in the process of TPA. . To improve on these challenges, the study recommends that; Educational office needs to in-service training for teachers and principals on performance appraisal in order to meet its purpose in schools. Training will also equip performance appraisers with requisite skills and knowledge and hence improve their performance.</p>",
